What is it?
- The Queensland Government helps people who cannot pay their electricity and or/ reticulated gas bills because of an unexpected short term financial crisis in the past 12 months.
- HEEAS is a one-off payment of up to $720 to assist with account debt
- Households can only receive HEEAS once every two years. The two-year period commences from the date of approval of the initial successful grant
Purpose
- To assist with an unexpected or unforeseen occurrence
- NOT to assist with low income and high cost of living
Eligibility
- To receive this help, you must be financially responsible for paying the energy bill in your household and:
- hold a current concession card (Health Care Card / Pensioner Card / DVA Gold Card) or
- be part of your energy retailer’s hardship program or payment plan or
- have an annual combined income of $75,000 or less (you and your partner’s income), or $49,000 or less if you are single.
- You must also have experienced:
- a substantial decrease in your household income (e.g., loss of employment, family separation, illness, injury or disability) or
- high unexpected expenses on essential items.
UPDATE: emergency vet expenses will now be an eligible reason (provided the amount is at least $100). The list of reasons which are not accepted on page 3 has now had the emergency vet expenses removed.
Sending Form to Customer
- Attached form can be emailed (writeable pdf) or hard copy can be posted, as requested by customer.

Completing the Form
- If customers need help completing this form, they can contact Concession Services on 13 QGOV (13 74 68) (local call charge) or (07) 3022 0801. If they require an interpreter, telephone 131 450.
- They can also ask an organisation, a financial counsellor or another representative (family member or friend) to help fill in the form.
Submitting the Form
- If customer is completing an electronic form, they email it to HEEAS@smartservices.qld.gov.au

Application Processing by Smart Services
- When the application is received into Concessions, the team will create an application number for the customer, and contact Seene to request a copy of the invoice and confirmation of the current outstanding balance.
- The application will then be assessed according to the eligibility criteria, and a letter is sent to the customer advising of the outcome. At present, this advice is sent via post.
- A report of approved/ declined applications is also sent to Seene on a weekly basis.
